Pour the olive oil into a large skillet over medium heat. Add the garlic, peppers, onion, bay leaves, and olives, and sauté for about five minutes. Add the ground beef and cook for about ten minutes. Add the tomato sauce and let it simmer. Continue cooking for another ten minutes, or until the beef is cooked but not dry. You can remove the bay leaves at this point. Slice the plantains lengthwise. Fry the plantain slices in a separate skillet over medium heat with two tablespoons of olive oil. Remove from the skillet and wipe off any excess oil with paper towels. Use a deep, square baking dish. Grease it well with melted butter. Line the bottom of the dish with a row of plantains. Add enough cooked beef, then grated cheese, and continue until you have two or three layers. Pour the beaten eggs over the entire dish and sprinkle with Parmesan cheese.

Bake at 350 degrees for about 20 minutes, until golden brown on top.
